Frank Meschkuleit is a voice actor who plays the voice of Toopy and Binoo, a flagship cartoon of Treehouse TV. In addition to this role, Meschkuleit has appeared as a voice actor and puppeteer on many other shows, such as Internet Slutts, Don't Eat The Neighbours, and Dragon. His original appearance on television was for Sesame Street in 1985, for the production Follow That Bird. He was also the suit performer for Junior Gorg for the fifth and final season of Fraggle Rock.
